Career Guidance for Low-Qualified Workers in Germany 2022

Owing to digitisation, decarbonisation and demographic change, there is a high demand for skilled workforce in Germany while low-qualified individuals are facing the risk of unemployment. For various reasons, these persons are also less likely to attend career guidance and counseling. The study by the OECD offers advice for policymakers on how to streamline guidance services to address the particular needs of low-skilled workers. Such services need to be sectorally and regionally networked, and individualized.
