The Green Paper, which was adopted by the European Commission on April 4, 2007, launches a debate on the developments in the European Research Area, as defined by the EU Council in the Lisbon Strategy in 2000. As developing countries such as China and India are making rapid progress in research and development, the Green Paper states the need for mobility in research in the European Union if it intends to compete in terms of a “knowledge society”. The paper outlines clusters of innovation, networking in terms of inter-institutional, interdisciplinary and multinational research collaboration, and points out future perspectives and objectives for an EU-wide labour market, and transnational cooperation in research and technology.
