The Council's members are the persons responsible for higher education in the regional governments, the heads of the universities and 21 representatives of the society. It executes various functions of higher education policy, e.g. creation and accreditation of universities, planning of study programs and diplomas, regulation of admission etc. The homepage has navigation points for: a register of the universities, regulations concerning academic degrees ("titulos"), statistical data, publications and research reports, a plan for quality assurance, legal prescriptions for university staff, a documentation service, the European ERASMUS program and an extra link for the "European University Space".
