Die UHR ging 2000 aus den Vorgängern "Norwegian Council of Universities" und "Norwegian Council of University Colleges" hervor. Sie verfolgt das Ziel, als der wichtigste Partner und Vermittler zwischen Politik und Wissenschaft/Hochschule aufzutreten. Auf der Webseite werden neben Informationen zur UHR selbst und zu ihren Tätigkeiten auch einige Dokumente zu verschiedenen, das Hochschulleben in Norwegen betreffenden Themen angeboten, z.B.:
