Europäische Union
Der Bologna-Prozess vollzieht sich nicht innerhalb, sondern außerhalb des Institutionengefüges der Europäischen Union, weil am Bologna-Prozess über die EU-Mitgliedsstaaten hinaus eine Reihe weiterer europäischer Länder teilnehmen sowohl EU-Beitrittsstaaten als auch Länder ohne EU-Ambitionen. Nichtsdestotrotz steht auch der Bologna-Prozess auf der politischen Agenda der EU, die neben den jeweils einzeln teilnehmenden Mitgliedsstaaten auch als solche als Bologna-Akteur anerkannt ist: etwa als nicht nur beratendes, sondern ordentliches Mitglied der Bologna-follow-up-Gruppe und nimmt daturch einen erheblichen Einfluss auf die Entwicklung des Bologna-Prozesses.
Europarat
Der Beitrag des Europarates zur Einrichtung des Europäischen Hochschulraumes besteht darin, die Mitgliedsstaaten in der nationalen Umsetzung der Lissabon-Konvention zu unterstützen, in der Teilnahme an der politischen Steuerung und Implementierung notwendiger Mechanismen, in der unterstützenden Rolle bei bilateraler oder regionaler Zusammenarbeit, bei der Berücksichtigung einer sozialen Dimension sowie der Rolle der Hochschulbildung und Forschung in modernen, komplexen Gesellschaften.
European University Association [EUA]
EUA is the official representative of the university sector in the Bologna process and as such, participates in numerous working groups or consultative bodies within that framework. EUA is the result of a merger between the Association of European Universities (CRE) and the Confederation of European Union Rectors` Conferences, which took place in Salamanca, Spain on 31 March 2001.

National Unions of Students in Europe [ESIB]
The aim of ESU is to represent and promote the educational, social, economic and cultural interests of students at the European level towards all relevant bodies. The strong focus on economic goals in the Bologna process has been counterbalanced by the inclusion of the social dimension and the reaffirming of HE as a public good. However, more work will need to be done to ensure that these objectives do not remain empty formulas but are met to ensure social inclusion and equity in the EHEA.
